LANDNET EAST AFRICA ROLLING BUSINESS PLAN(2005-2008)
INTRODUCTION
This is a rolling business plan implying that the priority areas and outputs are to continue for several years beyond 2008, and that those objectives and activities that for unavoidable circumstances may not be achieved by 2008, can be rolled over into the next phase.
This business plan has been designed to guide implementation, monitoring and evaluation of Landnet East Africa progress towards its vision and goal. The plan addresses three priority areas, specifying outputs, objectives and activities under each.
Each of the outputs and objectives has corresponding columns with indicators, means of verification and baseline information. Under the activity section, the corresponding columns address specific targets for the planning period, resources required and lead person in charge of the activity. It is at this level that rolling over can happen, and where implementers extract specific targeted activities for each year.

PRIORITY AREA 3:
DEVELOPING PARTERSHIPS
It must be noted that this priority area is cross cutting and complementary to the others. Most of the outputs and activities have already been covered under the other components. However it is essential to highlight in this business plan to reemphasis its importance to the growth, effectiveness and sustainability of the organisation.
Partners/actors/stakeholders:
All these terms are often used interchangeably in reference to individuals or groups, whose activities or products influence the outputs of the organisation, or that are themselves affected by the activities and products of the organisation. Below are the main categories of actors;
- Beneficiaries: Primary target group where the impact of the organisation is to be demonstrated.
- Financiers: Individuals and groups providing money or controlling the access to money.
- Service providers: Individuals and groups providing services and supplies needed by the organisation.
- Supporters: Individuals and groups that support the organisation or what it stands for.
- Competitors: Individuals and groups doing the same business, targeting the same financial sources or beneficiaries where resources are limited.
Actors analysis by the reflection and learning meeting
- Donors: Those providing financial finance in the land sector
- Collaborators: Those who support and are themselves involved in work similar to Landnet EA
- Policy makers: At national. Sub-regional and international levels that make policies that affect land management and administration.
- UN (UNDP, UN HABITAT, UNEP, UNECA), ILC, WB, IFIs, DFID, AU/NEPAD, EAC, IGAD, ADB, human rights commissions dealing on land related issue.
Proposed strategic approaches.
- Landnet shall develop a list of key actors in each country, sub-region, region and internationally and shall each year priorities which actors to focus on based on prevailing policy and implementation issues.
- Develop a list of coalitions working around land and human rights related issues
- Landnet shall seek opportunities to develop collaborative activities around which partnerships will be developed and strengthened.
- Develop a comprehensive mailing and contact list of all the above agencies and individuals and keep them posted with Landnet newsletters, policy briefs, functions, e.t.c likewise develop a plan each year to participate in functions of priority actors.
